The West Bend Common Council on Dec. 15 adopted updated FEMA flood insurance maps and a package of related zoning and land-use measures, approved a 26-lot subdivision final plat and several developer agreements and easements.
City staff (Jim) told the council Ordinance No. 22 would adopt official FEMA Flood Insurance Rate Maps (FIRM) and a zoning map update and that Ordinance No. 23 would update Chapter 17, Subchapter 2 of the municipal code to align the city’s zoning text with the updated maps. ‘‘We are required by state statute and federal law for the federal flood maps to be approved,’’ Jim said, describing mostly minor changes in the flood study and saying maps are available on FEMA’s website and in city offices.
The council also approved a comprehensive plan amendment and rezoning (Ordinances No. 24 and 25) to change roughly 0.69–0.84 acres near Stratford Road and Highmount Road from single-family to two-family residential to allow a planned unit development of duplexes. Jim identified the developer as Lang Urban Sustainable Homes (sometimes referred to as LUSH Homes). The council approved both the plan amendment and the rezoning by voice vote.
Council approved Resolution No. 48 for the final plat of Lakewood Farms Phase 1, a 26-unit single-family subdivision. Jim said all infrastructure — sanitary sewer, water, storm sewer, curb and gutter, sidewalks and pavement — has been installed for the phase; the plan commission noted proposed street names Helios Place and Spartan Drive.
The council approved Amendment No. 1 to the Lakewood Farms developer agreement to permit certain utility pedestals and equipment to be placed in the street yard for this phase, add landscaping and maintenance obligations for those features, and clarify that the developer installs landscaping with long-term maintenance by associations. A separate resolution (No. 53) accepted dedications and utility easements for an outlot at 400 South University Drive to preserve park/path improvements and maintain access to a water tower and utility lines.
The council also adopted Ordinance No. 26 to annex certain street right-of-way parcels along 18th Avenue (cleanup from reconstruction), approved a developer agreement for the new We Energies center at 250 North Trenton Road, and approved an amendment to a farm rental agreement affecting Forge Place following a sale of approximately 60 acres of city land.
All of the above measures were adopted by voice votes; the public transcript does not include roll-call tallies. Where specific figures were discussed, staff provided acreage (approx. 0.69 and 0.84 acres), and noted that Lakewood Farms Phase 1 includes 26 single-family lots. The council then moved into a closed session later in the meeting concerning negotiation of a possible intergovernmental agreement per Wis. Stat. 19.85(1)(e).
