Wayne County trims youth assistance awards after $8.5M in proposals; committee approves contracts contingent on corrections

Wayne County staff told the Human Services Committee that responses to the youth assistance program (YAP) request for proposals totaled about $8.5 million, but the county budgeted $3.0 million for awards. Department staff said they negotiated reduced awards with successful applicants so services would continue but the number of youth served will be smaller than the proposals requested.
"We had responses that totaled about $8,500,000 in funding that they were requesting for the youth they wanted to serve," Rachel Davis, director of Juvenile & Youth Services, said. "However, the budget for the YAP program was only $3,000,000." She told commissioners the department negotiated award amounts down across providers and will provide appendices showing corrected figures.
Commissioners pressed staff on several points: whether unused allocations could be redistributed to other awardees if a provider serves fewer youths than proposed; how subcontractors are vetted; whether certain providers still offer residential programming; and how the 1/10‑mill local allocation and the state's reimbursement (described as approximately 75% for this program) interact with the county budget. Staff said subcontractors working directly with youth must pass background checks, noted some contract exhibits contain inconsistent amounts that require correction, and committed to provide vendor appendices and answers at the next meeting.
Commissioner Killeen moved and Commissioner McCormick supported a motion to approve items 4–10 and 12–14 contingent upon receiving corrections and the requested information. Counsel and staff said typographical and amount inconsistencies would be corrected before the matter goes to the full board. The committee approved the contingent motion; one commissioner abstained on item 13.
The motions covered two‑year contracts or intergovernmental agreements with multiple providers and municipalities, including the City of Wayne, Diversified Community Services, Centers for Family Development, City of Westland, Southwest Counseling Solutions, the Guidance Center, CCMO Center for Youth and Families, Downriver Community Conference, Vista Maria, and others named on the agenda. Staff also affirmed that quarterly on‑site audits are performed by case managers and that an annual report is produced.
