The Clark County School Board voted Dec. 15 to adopt an amended elementary Family Life Education (FLE) curriculum after members debated whether some topics were appropriate for younger students.

Board members reviewed Draft 4 of the elementary FLE and a slide that listed recommended removals, including several learning expectations tied to family roles, expressions of physical affection, and coping with family changes. The board also discussed plans for co-teaching lessons about physical changes and reproductive topics in fourth and fifth grades; those lessons will be taught by a same-gender physical-education teacher alongside the school nurse, the district said.

Supporters said the most contentious material had been removed from the elementary scope and pointed to parental opt-out rights as protection for families who object. An opponent argued the curriculum still moves too quickly into sensitive areas for young children and worried it could detract from foundational reading, writing and arithmetic instruction.

During the discussion board members also asked whether the district can staff opt-outs at the elementary level. District staff said the system could manage opt-outs and pointed to prior handling at other grade levels, though specific capacity numbers were not provided at the meeting.

A motion to approve the amended elementary FLE was moved, seconded and carried. During the audible roll-call style exchange captured in the meeting audio, at least two board members verbally said “Aye” and one member said “Nay.” The chair announced the motion passed.

The board said sensitive lessons will include co-teaching by a same-gender PE teacher and the school nurse, and the district reiterated that parents retain the ability to opt their children out of FLE instruction where allowed. The board did not change the scheduled public hearing for the FY 2027 budget; that hearing remains set for Feb. 9, 2026.

The district’s posted materials include the draft curriculum with tracked edits and a curriculum map showing where removed standards were previously placed; board members encouraged parents who want details to consult those documents and to contact the division office.
