The Wayne County Human Services Committee approved a retroactive intergovernmental agreement (IGA) with Health Choice of Michigan to provide managerial and administrative support tied to the county's role as a Municipal Health Facilities Corporation.
"The intergovernmental agreement is effective, was effective 10/01/2025, and will continue through 09/30/2027," said Kanielle Johnson, director of Health, Human and Veterans Services, describing the two‑year term. Johnson told commissioners Health Choice will reimburse the county for managerial and facility use costs; the transcript lists a not‑to‑exceed figure but the formatting in the minutes was inconsistent and staff has been asked to confirm the precise total.
Johnson said the IGA was processed retroactively after county corporate counsel identified a potential conflict in representing both Health Choice and Wayne County and the county secured separate counsel to review the agreement.
Commissioner Killeen moved approval and Commissioner Anderson supported; the committee voted to approve the agreement.
Staff said the department and counsel had completed negotiations and will supply any outstanding corrections to the full board as required.
