The Clayton County Board of Commissioners voted Dec. 2 to award a countywide housing assessment and strategy contract (ITB/RFP 25‑121) to KB Advisory Group of Atlanta for $195,700, with funding to come from the county general fund.
Miss Rogers, presenting the Community and Economic Development Department recommendation, said the valuation tabulation, department memo and draft agreement were attached for board review and that the chair or designee should be authorized to execute the contract and the interim CFO should amend the budget.
"The recommendation is to award the contract to KB Advisory Group… The total cost is $195,700," Miss Rogers said.
Vice Chair (Commissioner Reeves) and other commissioners pressed staff about process and prior studies, asking at what point the board is involved in scope development for large, long‑term studies. Dietrich Stanford, the COO, said operational departments typically develop scopes with central services but offered to query the board for front‑end input when future studies are scoped.
Commissioners also discussed that this is the county's first concentrated housing study for all cities and unincorporated areas; staff said the study ties in with Community Development Block Grant–style planning work and other grant uses for addressing homelessness.
After discussion, a motion and second were made and the board approved the award.
