Wichita County Commissioners on Dec. 9 approved a slate of administrative actions and procurement items during their regular court session, voting unanimously on multiple motions that covered infrastructure, software and budget actions.
The court authorized the county judge to finalize a tax‑abatement (PILOT) agreement with Fayette/Pompeo Solar LLC by voice vote (5–0). Court members asked staff to ensure the PILOT and related documentation are recorded with the county’s appraisal/deliberation processes and Auditor’s office.
Procurement and capital items approved by the court included:
• Award of a generator contract to Dillard Electric for emergency power equipment at an amount up to $87,174.27 to be paid from a generator grant; commissioners noted prior positive experience with the vendor and that the bid aligns with the grant specifications.
• Adoption of a qualifications solicitation (RFQ) for a design‑build to deliver a 3,600‑square‑foot Burford Annex and parking area, with submissions due Dec. 29.
• Approval to use the design‑build contract method for the planned weigh‑station project, and selection of Sidlidic and Associates as the county’s architect/engineer to oversee the project on the county’s behalf.
• Purchase approvals for IT and operations support: Parity Consultants quote (#004096) for scale/VM support ($23,621.17) and replacement network switches from SHI ($23,200.29) to be paid from department 412 lines.
• Approval to purchase SOVRA contract‑management and procurement software for a year‑one total not to exceed $47,349.43 (one‑time implementation + year‑one recurring fee) with an option to not renew if the software does not deliver expected value.
• A motion to encumber $200,000 from 2025 permanent improvement funds to advance design and bidding on a complicated courthouse first‑floor HVAC/air‑handler modification project; commissioners described the project as technically complex with preliminary engineering estimates higher than earlier budget assumptions but agreed to reserve funds to maintain momentum on design and solicitation.
On nonprocurement matters the court discussed drought and fire risk and took no action on a county burn ban pending fire chiefs’ input. The court also ratified minutes and approved the regular bills and payroll actions for the county.
All recorded votes on agenda items shown in the court record were unanimous (5–0) where a motion was made and a vote recorded. The court recessed to closed session at noon for a briefing on pending litigation and returned to open session with no further action and adjourned at about 12:15 p.m.
