Council holds first reading on annexation of five parcels north of Webb Pathway

The Springfield City Council heard a first reading and staff report on a proposed ordinance to annex an approximately 2.4‑acre area containing five residential parcels located between 19th and 20th Streets and a segment of 20th Street north of the Webb Pathway.

Tom Seavers, senior planner in current planning, summarized the proposal and the four annexation approval criteria in the Springfield development code. He said the annexation area is contiguous to city limits along its western boundary, lies inside the urban growth boundary, and is currently zoned R‑1 with a UF‑10 urbanizable fringe overlay. Seavers explained that the proposal would remove the UF‑10 overlay and annex the adjoining right of way to facilitate future street improvements and the extension of utilities such as sewer, water, electric, fire and police service. He said property owners initiated the application on 09/09/2025 and that an annexation agreement would set timing and financial responsibilities to mitigate fiscal impacts.

Council opened the public hearing, invited the applicant to present (the applicant declined additional presentation), received no public testimony, and closed the hearing. Staff and council noted this was a first reading only and no action was required at this meeting.
