On the regular agenda council approved a compensation adjustment for the city manager after a market review by Human Resources.
HR Director Shane Hertz told council the city manager salary was roughly 10.5% below median among comparable Oregon jurisdictions and recommended a 5% base‑wage increase retroactive to July 1, 2025 together with a one‑time 80‑hour PTO deposit. "This year's market review shows that the Springfield city manager salary sitting at 10 and a half percent below median of comparable Oregon jurisdictions," Hertz said, asking the council to formalize the 5% adjustment and the PTO addition.
Council moved and seconded the recommendation and approved the action on a 6–0 vote. Staff estimated the ongoing fiscal impact at about $12,000.
