The Springfield City Council voted to authorize use of the construction manager/general contractor (CMGC) project delivery method for the City Hall deferred‑maintenance and department consolidation project, citing the work’s phasing complexity and long lead times for materials.
Jeff Paschal, presenting the item, said the CMGC approach brings a contractor in earlier to coordinate design, sequencing and costing with the design team and can help manage schedule and price uncertainty. "This makes this project really suitable for the CMGC methodology," Paschal said, and noted staff’s target to get the project cost closer to a stated goal "around $12,000,000."
To use the CMGC method, council adopted findings intended to show the alternative contracting approach would not encourage favoritism or reduce competition and approved an exemption from the city’s bidding requirements pursuant to the cited Oregon statute and Springfield code. The motion passed on a 5–1 roll call (one councilor voted nay).
