City staff told the council on Nov. 17 that the Missouri Department of Natural Resources had reviewed the city’s procurement for a $250,000 grant-funded trail-connection project and determined the public-advertising period did not meet DNR expectations. The finding means the city cannot proceed with the current award and must rebid the work to comply with DNR requirements.
"They said, sorry, but the only way you're gonna be able to do this is if you rebid," a staff member told the council, explaining that DNR staff reviewed the advertisement and required a three-week, once-per-week notice in the local paper. Staff said Cochran — the city’s consultant on the project — offered to re-advertise at no charge, and that DNR indicated the city could request up to 25 percent additional funding on the award, which would be roughly $62,500 on top of the $250,000 award.
Council members expressed concern about cost escalation; staff noted consultants estimated a possible 5–10 percent increase in prices on rebid. Given the procurement and grant issues, council agreed to table items 7a and 7k and directed staff to rebid and return with the results and DNR sign-off. Staff estimated the earliest start date after rebid and approvals would be Feb. 1.
The council’s action leaves the remainder of the project timeline and final award amounts contingent on rebid results and any supplemental DNR approval.
