The Victorville City Council on Nov. 18 adopted Resolution No. 25-079 to annex parcels for a Raising Cane's commercial development into the citywide Community Facilities District (CFD No. 2024-01). Staff said the CFD, formed in December 2024, is a tool to mitigate long‑term economic impacts of new development by levying special taxes to pay for municipal services and maintenance associated with new projects.
City staff explained the annexation follows the property owner satisfying planning conditions and that the CFD is part of the city’s fiscal sustainability strategy. The resolution accepts the unanimous approval of the property owner and orders the levy of special taxes on parcels (APNs listed in the staff recommendation) to pay for municipal services and maintenance related to the Raising Cane's development.
Councilmembers asked no technical questions and the council voted unanimously to adopt the resolution (Godin: Yes; Irving: Yes; Mayor Pro Tem Herriman: Yes; Mayor Becerra: Yes).
