Victorville council rejects sewer mainlining bids after estimates exceed budget

The Victorville City Council on Nov. 18 unanimously rejected all bids for the 2025 sewer mainlining project (Project CC26-18) and authorized staff to reevaluate the scope and re‑advertise the work.
Staff explained the city inspects its sewer collection system with cameras and develops scopes based on those inspections; the bid results came in substantially above the budgeted amount. The city’s engineer’s estimate for the work was approximately $1.8–$2.0 million, and staff said combining or reprioritizing repair tasks will be analyzed to produce a scope the adopted budget can support.
“Unfortunately, we got a bid that exceeded the available budget and so our request is that the council authorize us to reject all bids, reevaluate the project,” the city engineer said. Staff said the plan is to return in a couple of months with a re-scoped project for award that fits available funding.
Council voted to reject the bids and directed staff to proceed with re-scoping and re-advertising; the vote was unanimous (Godin: Yes; Irving: Yes; Mayor Pro Tem Herriman: Yes; Mayor Becerra: Yes).
