Perris council on Dec. 9 formally directed staff to proceed with a business attraction, retention, expansion and development (BAREDS) strategy developed with consultant Cosmont Companies.
Cosmont representatives outlined a multi‑pronged plan: refresh branding and digital tools, increase targeted trade show outreach and broker engagement, launch pilot programs to support downtown businesses (equipment grants, local spending incentives and a subsidized camera/public safety program), and pursue proactive land strategies and targeted financing for catalytic projects. Staff recommended a mix of short‑term consultant work and three new staff positions to administer the program (two program coordinators and an administrative technician).
Financial ask and implementation: Staff presented budgeted costs for marketing and consultant work (several line items totaling several hundred thousand dollars), and staff positions estimated at $288,941 annually. Councilmembers asked about phasing and whether components could be implemented piecemeal. Staff replied elements can be deployed in phases. Council provided unanimous direction to move forward and bring final proposals back for approval.
Why it matters: The plan is intentionally aligned with the council’s desire to diversify Perris’ revenue base and reduce reliance on warehouse‑related receipts by supporting downtown revitalization, small business resilience and proactive site preparation to attract higher‑value employers.
