The City Council introduced the first reading of Ordinance No. 18‑28, a 45‑day urgency moratorium on new gas stations, following staff presentation and a public hearing. Staff said the draft moratorium would pause approvals for certain new stations (six applications identified in staff materials) while permitting minor repairs and interior tenant improvements at existing stations. The initial 45‑day urgency ordinance requires a four‑fifths vote to adopt as an urgency ordinance but the council introduced the item and voted to proceed with the ordinance’s first reading; by statute the initial urgency period is limited to 45 days and may be extended later with additional action.
Public commenters included resident advocates urging a pause to prevent corridor saturation; health and equity advocates suggested complementary health and economic analyses. Industry representatives (Chanda Group) and a local operator described market conditions and urged data‑driven planning. Councilmembers discussed potential staff‑led analyses and the possibility of commissioning a consultant for a market/saturation study, EV planning and zoning amendments; some members emphasized amenities and property maintenance standards as part of criteria for any future approvals.
The council voted in favor of introducing the ordinance (roll call recorded as five Ayes). Staff was directed to return Dec. 17 with recommended analysis and, if needed, a proposed extension and budget for any consultant work.
