Councilmembers asked about the process used to evaluate applicants and whether a formal rubric had been applied. Vice Mayor Monzo and Mayor Wynne said staff provided a standard statement‑of‑qualifications form and suggested interview questions; the ad hoc found MIG best aligned with the city’s vision for the archway concept. Council then voted to direct staff to finalize scope and bring the cost to a future meeting; the motion carried 5–0.
The vote does not authorize a contract; council members emphasized the next step will be a cost and scope review brought back for formal award.
