Valley Center receives construction update on new water treatment plant; slab targeted for Dec. 12

Reid Harmon, project superintendent, updated the council on the water treatment plant construction on Nov. 18, saying crews started work around July 1 and that completing the backwash basin allowed the team to begin work on the process building and underground piping.
Harmon said process-building grade beams are poured and about one foot of aggregate is in place. If crews can pour the slab by Dec. 12, the mason work, masonry walls and the metal building erection will follow, with a current target to have the building dried in by March. Harmon said green sand vessels are scheduled for delivery around June; once they are installed remaining underground piping and startup activities can proceed.
He cautioned that meeting the Dec. 12 slab target will be a push and noted weather and contractor staffing are key variables. Harmon said the construction team is considering additional Friday work and coordinating with electricians to accelerate activities. Council members asked clarifying questions about the timeline and weather risks; staff said they will monitor conditions closely and adjust schedules if necessary.
The update included photos of the backwash basin and underground sanitary sewer work. Harmon described the function of the baffle and shaping inside the backwash basin that will direct solids to the river outfall and summarized the remaining path to startup and commissioning.
No formal council action was taken; the presentation served as an operational status report and schedule update.
