Palmdale council hears frustration over stalled Oasis Wellness Village; directs staff to meet with developer

The City Council received and filed the annual activity report for the Oasis Wellness Village development agreement and directed staff to reengage the developer and explore remedies or amendments to accelerate project progress.
Speaker from the developer/owner side and Palmdale Regional—s CEO told the council the project was approved in 2017 with a 25‑year agreement and that there had been little substantive communication or construction activity (staff report and comments, SEG 1038–1053; 1210–1219). Public commenters expressed disappointment that commercial medical office space and related health services promised under the agreement had not materialized in eight years (SEG 211–236). Councilmembers asked staff to provide the original agreement and any amendments, and to evaluate legal options (SEG 1046–1072; SEG 1150–1172).
Council voted to receive and file the report and to direct staff to set up a meeting among the city, Palmdale Regional and the developer to discuss potential negotiation, funding incentives, and possible remedies or amendments to the development agreement (motion and vote, SEG 1239–1268).
What happens next: Staff will return with recommended next steps after meeting with interested partners and a legal review of the development agreement—s timing and enforcement provisions.
