Council approves several EDC incentives, appoints representative to Legacy Square advisory group

TOMBALL, Texas — The Tomball City Council on Tuesday approved several economic development items, including incentive agreements and appointments recommended by the city’s economic development council.
Kelly, representing EDC staff, presented a request for an economic development performance agreement with Terra Builders (also referenced as Nixon Industrial) for development of roughly 9.56 acres with three 25,000-square-foot tilt-wall buildings. The eligible infrastructure costs were approximately $765,000; the proposed incentive was not to exceed $61,336 (about 8% of eligible infrastructure). Council voted to approve the agreement.
Council also considered an incentive for Holscher (transcribed as both Holscher and Hulshear) weatherstripping, a company with a 191,000-square-foot facility on roughly 17 acres that is seeking a roughly 45,375-square-foot addition. The company currently employs 167 people and anticipates adding about 10 more; the proposed incentive was $30,000 (calculated at $3,000 per job). The council approved the agreement 5–0.
On appointments, the council approved a resolution casting council votes on the Harris Central Appraisal District board for Melissa Noriega; the transcript records the vote as "Passes 4 2 1." The council also discussed and voted to appoint Councilman Parr to the Tomball Legacy Square Advisory Committee for a two‑year term; staff materials list the advisory committee’s first meeting as Jan. 15.
What’s next: Staff will continue to administer incentive agreements, monitor job creation requirements and coordinate Legacy Square advisory meetings; the council did not change the terms presented by staff.
