Commission approves committee appointments after public comment raises a nomination concern

The Benton Harbor City Commission confirmed multiple committee appointments at its Dec. 1 meeting, including the appointment of James Bennett to the Brownfield Redevelopment Authority.

At public comment, Michael Hoy urged the commission to table a separate nominee to the communications board, Derek Lisonbee Bishop, alleging Bishop is an "active violent offender" and asking commissioners to meet with the nominee before confirming him. Hoy said he had spoken with Bishop's parole officer and presented material to the commission. The transcript records Hoy stating, "He is an active violent offender." No commission response to the allegation appeared in the public-comment segment.

Keena (recorded also as 'Kina') King told the commission she and her brother had expected to be placed on the evening's agenda to discuss buy-sell stipulations for property they are purchasing, but she said their item was not scheduled and asked for follow-up. Commissioner Kennard apologized and said staff should clarify why promised agenda placement did not occur.

At the Brownfield appointment discussion, Commissioner Juanita Henry asked whether James Bennett had appeared before the legislative committee; staff said Bennett had been out of town and the committee had previously canceled a scheduled meeting. A motion to table Bennett's appointment failed; the commission then carried the appointment by roll call. The commission also approved the overall consent calendar with separated items handled as requested.

The commission concluded the evening by noting upcoming swearing-in ceremonies and thanking appointees and volunteers.
