The Twin City Air Transportation Authority board voted to adopt an updated drug-and-alcohol policy that staff said reflects edits requested by Federal Transit Administration reviewers.
A staff member read the revised section on dilute urine tests and on procedures when the medical-review officer (MRO) deems a negative test to be dilute, citing the regulation language ("in accordance with section 40.197(b)"). The policy text read in the meeting describes steps Takata will follow, including potential recollection under direct observation when directed by the MRO and guidance on when a candidate may be removed from consideration following a declined recollection.
Staff said the edits were largely wording and clarification changes — for example, specifying "urine" in a test-refusal line and minor changes to acronyms — but noted the section addressing dilute specimens contained the most substantive procedural changes. The staff member said the policy has already been submitted to the FTA for preapproval but that adoption by the board is still required.
Trustee Robinson moved to adopt the policy, Trustee Meryl Jackson seconded, and the board approved the policy by roll-call vote.
The policy will affect testing and hiring procedures under federal rules; staff said they will implement the changes once the MRO and FTA confirmations are complete.
