The applicant team for the Roger Mansion described a large renovation and expansion of the existing house into an event venue complex. The developer said the proposal includes two indoor venues (a 160‑seat and a 300‑seat space), outdoor ceremony areas, approximately 31 guest bedrooms and supporting facilities (spa, back‑of‑house). "We're proposing 2 venues ... 160 seats, another venue for 300 seats, total of 460 seats," the applicant said in the presentation.
Site technical issues the board flagged include wastewater (the applicant said projected wastewater could exceed 1,000 gallons per day and estimated "about 10,000 plus or minus"), onsite well and water treatment design, parking layout (applicant proposed 210 spaces plus 37 valet and 31 banked spaces), lighting, and noise for outdoor ceremonies. The Planning Board’s planner and town code official noted the project will require review under the town’s small‑scale business provisions and the board must determine whether the exterior appearance is "significantly modified" — a code criterion that could require ZBA review or variances.
Planning staff asked the applicant to prepare a Part 2 environmental assessment form (SEQR) and suggested the parties consider a joint public hearing with the Zoning Board of Appeals so the ZBA can hear public comment on related variances. The board voted to set a joint public hearing for 01/15/2026 and declared intent to act as lead agency for Part 2; several members also asked for cross‑section renderings, parking and lighting plans, and confirmation of water and septic design before the hearing.
