Adrian to issue RFP for planning and zoning administration; staff recommend third‑party contract

Adrian — The city will issue a request for proposals for planning and zoning administration after the department’s administrator resigned earlier this year, staff told the commission on Dec. 1.
Lisa Hewitt Cruz, the city planning lead, said the city has covered day‑to‑day operations internally with Dan Black and anticipates planning and zoning business picking up in January. "We do plan to utilize a third party contracted service, primarily for site plan reviews, future land use planning, and potentially the master or comprehensive plan, which is due for renewal in 2026," Lisa said, and staff plan to release the RFP through the purchasing department with a two‑week response window.
Lisa said she reviewed 12 months of historical invoices to determine that contracting out the work would be in the city’s financial interest. She added that any selected contractor would attend planning‑zoning meetings alongside city staff to answer questions. Staff expect to report back with vendor recommendations at a subsequent meeting once responses are evaluated.
