Waynesville council amends floodplain ordinance to allow administrator discretion on plot-plan survey requirement
Summary
To align with the state model ordinance and reduce an onerous mandatory survey requirement, the council amended the town's flood damage prevention ordinance so the floodplain administrator may waive a sealed survey for limited projects.
The Town of Waynesville adopted a text amendment to its flood damage prevention ordinance that makes the requirement for a certified plot plan by a registered land surveyor or professional engineer discretionary for certain small-scale projects.
Staff said federal and state auditors (FEMA and North Carolina Department of Emergency Management) reviewed the town's floodplain program and noted the town's ordinance currently required a sealed survey for all projects in the floodplain. The state model ordinance treats the survey as optional in many circumstances; the proposed change permits the floodplain administrator to waive the certification when no other ordinance requires it and when the administrator determines the activity will not create additional flood hazards, erosion, or increased flood heights or velocities.
The council found the amendment consistent with the 2035 comprehensive plan and adopted the ordinance by voice vote.
