On finances, staff reported a pending bill of roughly $40,000 that will be reflected in the revolving account and said the account is expected to hold on the order of $55,000 after payment. Commissioners stressed the need for exact reconciliations rather than estimates before committing impact fees or revolving funds to irrigation or other projects.
The commission also discussed impact fees and their expiration rules; staff said they had recently received about $19,000 in impact fees and that some older funds may expire if not used within the allowable period. Commissioners requested a quarterly reconciliation of impact-fee and revolving-account balances and asked staff to provide an updated, itemized bill and timeline for the pending charges.
No formal appropriation was made at the meeting; members asked staff to return with verified figures and a recommendation at the December session.
