Christine Niedbauer Heizer was unanimously elected president of the Trophy Club Crime Control and Prevention District board at its Nov. 19 meeting, where the board also elected a vice president and secretary and approved minutes from the prior meeting.
The board, which oversees a dedicated one‑quarter‑cent portion of local sales tax designated for public‑safety programs, heard an orientation on the district’s responsibilities and calendar. Staff described the funding stream as limited — the department reported the annual budget is roughly $420,000, with a fund balance that has grown in recent years — and said the board typically meets three to four times a year, often more when workshops are added for the budget.
The district’s governance rules were reviewed for the newly seated and renewed members. Staff said the board has seven seats, two‑year member terms and one‑year officer terms. A quorum is four members, and a simple majority is required to approve items when the board is full. Officers and some positions are filled automatically from town staff for administrative roles: staff identified Julie as the board’s secretary and April Duvall, town finance director, as treasurer.
During the short business session, the board voted unanimously to elect Heizer as president, Royce as vice president and Julie as secretary. The board then unanimously approved the minutes from the previous meeting.
Board members and staff also discussed the budget schedule and public‑notice rules. Staff said the district aims to prepare budgets well ahead of town council deadlines and that publication requirements have shifted from paid print notices to an online repository; staff noted a timing rule requiring notice well before final passage to council. Members recalled one earlier instance, about seven or eight years ago, when council asked to meet jointly with the boards to resolve a minor budget item.
The meeting closed after a police department update from Chief Grama. The district adjourned at 6:32 p.m.
