Hawaiian Homes Commission approves multiple 99‑year lease awards across islands

For item E‑1, Hitzman recommended awards of Department of Hawaiian Home Lands lot leases to 11 applicants for the Hone Kauai agricultural subdivision for 99 years. Similar recommended approvals followed for E‑2 (Pilari Maikikai Subdivision Phase 2 residential vacant lots), E‑3 (Kaumanna Subdivision residential vacant lots), and E‑4 (Landau East subdivision residential project, 37 awardees). Commissioners discussed participation levels and the potential to expand awards on islands with constrained supply; the commission approved each lease award by voice vote.
Item E‑5, the Ohana Subdivision turnkey residential project, recommended awards to two applicants for 99‑year lot leases "subject to the purchase of the existing improvements on the lot by way of a loan or cash," per staff. Commissioners noted active construction and phased releases of houses in other projects (Puhono phase progress was cited) and that DHHL is using tax credit monetization and other financing mechanisms to support acquisitions and new projects.
