The Terrebonne Parish council introduced an ordinance authorizing a cooperative endeavor agreement to lease a portion of Parcel Number 38055—referred to in colloquial remarks as Mandalay Park South Island—and set a public hearing for Dec. 10, 2025, at 6:30 p.m.
Staff told the council there was not a prior written lease and that property owners (identified in the discussion as the Cenac family) now want a lease so the parish can resume cutting and reopen the area for public fishing and passive recreation. The proposed term discussed at the meeting was 10 years with a mutual cancelation provision (60 days) and no monetary lease payment; the parish will maintain grass and trees and carry insurance as customary for public parks.
Councilmembers asked for clarity on the parcel mapping and whether the assessor’s records reflect the bayou side of the property. Staff said a survey is being prepared to produce a meets‑and‑bounds description that will precisely define the parish’s maintenance footprint. Staff also said the parish’s contractor has quoted $60 per cut for the current maintenance arrangement and that no heavy playground or permanent equipment is planned.
The council voted to introduce the ordinance (8–0) and scheduled the required public hearing. Before final approval, the survey and the written lease footprint will determine the exact area the parish will be obligated to maintain.
