Allison Craft (Public Utilities) said the station — originally built in the mid‑1980s — has been rehabilitated multiple times and now needs replacement to meet projected growth. Commissioner Qualls made the motion to establish the project ordinance and approve the task order.
Annexations: The board approved voluntary annexations associated with two rezoning items on the agenda: AX 25‑03 (Courtyards / Millstone Ridge) to access town utilities and AX 25‑13 (Brilliant Grove) so the Mattamy Homes project can connect to town water and sewer. Planning staff told the board both annexation requests meet statutory requirements and that water and sewer service will be available.
Willow Valley Park contract and renaming: Facilities staff recommended awarding a construction contract for the Willow Valley Park creek refresh to Miles McClellan Construction (low bidder). The construction amount presented on the screen was $2,270,000 with a total project budget of about $3.276 million. Commissioner DeWeese moved to approve the contract and asked to amend the motion to rename the park to Eastern Heights Park; that amendment was accepted as friendly and the board approved the contract and the new name.
