The Town of Pittsboro Board of Commissioners held its organizational meeting on Dec. 8 and performed routine organizational duties, ceremonial recognitions and personnel acknowledgments.
Kyle Steven Shipp took the oath of office as mayor, pledging to “support the Constitution and the laws of the United States” and to “faithfully discharge the duties of my office as mayor.” Later, the board nominated and elected Jay Farrell as mayor pro tem; Farrell pledged gratitude and said, “I just appreciate the board for their confidence in myself, and I'll do my best.”
The board adopted resolutions commending outgoing commissioners Pamela Baldwin (service recorded as 12/12/2005–12/08/2025 and mayor pro tem since 2011) and James Vos for their service; both resolutions were approved by voice vote. The board also adopted a resolution recognizing the retirement of Troy Devin Roberson from the Pittsboro Police Department and authorized, under North Carolina General Statute 20‑187.2, transfer of his badge and his service sidearm (listed in the resolution as a Glock Model 17, 9 mm, serial number BDAX751) to him as a retirement gift.
Why it matters: Organizational actions install leadership and record official gratitude and personnel transitions; the statute cited authorizes municipalities to transfer certain equipment to retiring officers.
