Bethel Green annexation approved 4–1 after discussion over density and affordable units

The Garner Town Council voted 4–1 on Nov. 18 to approve a voluntary contiguous annexation for the Bethel Green development (case ANX25018), which covers about 138 acres and was previously approved in part through a rezoning and subdivision review.
Planning director Jeff Trezenberg summarized the case history, including prior rezoning (CZMP2307 on 11/04/2024) and a TRC‑reviewed subdivision (SB25001 approved 09/23/2025). Anne Anderson, counsel for the developer, and Elaine Gregorio, representing Madison Womble LLC (the listed owner), answered council questions about the scope of annexation and why just a portion of the owner’s adjacent acreage was included in the current petition.
Councilmember Vance noted the applicant had volunteered a number of affordable housing units as part of the project, which he said prompted helpful discussion for the town’s affordable housing program. Councilmember Dellinger said he planned to vote against the annexation, calling the proposed R8 density a misuse of the zoning in that location, inconsistent in scale and unsupported by nearby commercial amenities and transportation capacity. The town clerk called a roll call vote: four council members voted aye and one (Dellinger) voted no.
The ordinance was adopted and will allow the developer to proceed with remaining permitting steps under town jurisdiction; staff said standard engineering and subdivision conditions remain to be satisfied.
