Garner council authorizes up to $5 million incentive for E District Phase 1

The Garner Town Council on Nov. 18 unanimously authorized the town manager to negotiate and execute an economic development incentive agreement for E District Phase 1, a medical‑anchored mixed‑use development that will include a national grocer, 100,000 square feet of retail and approximately 280 multifamily units.
Economic development director Nate Groover told the council the town’s business investment policy allows the municipality to extend assistance to induce a company to locate or expand within Garner. Groover said the grant is not an upfront payment: the company builds the improvements, begins paying taxes on them, and the town reimburses according to the agreement. He said the incentive is capped at a $5,000,000 net present value and would be subject to clawbacks if the developer fails to fulfill obligations.
Council members asked for clarifying data: Mayor Pro Tem Vance requested the total private investment for phase 1 and confirmation that town funds would be used for public infrastructure (roads and sewers). Groover said he did not have the total development cost at the podium but would provide that figure to council; he confirmed the initial funding will support public infrastructure to enable the development.
Jack Dunn, representing the applicant, declined further comment during the public hearing. After brief discussion, Councilmember Matthews moved to adopt the authorization, seconded by Councilmember Singleton. The council approved the resolution by voice vote.
The action authorizes the town manager to negotiate and execute an economic development incentive agreement for E District Phase 1 and directs staff to finalize terms consistent with the town’s investment policy. The resolution packet notes the grant begins after the first tax payment on improvements and requires evidence that the developer has made the proposed investments before reimbursements occur.
