Town counsel and staff told the Select Board that moving detailed personnel policy language out of the municipal code and into a stand‑alone employee handbook will allow the town to respond more quickly to legal changes and update administrative practice without repeated ordinance amendments.
Counsel explained that Chapter 49 currently contains personnel provisions that are better suited to a policy document — for example, leave and earned‑pay rules that evolve with state and case law. The proposed approach strikes the overlapping language from the ordinance and leaves a policy framework under board oversight; the board will hold a public hearing on proposed code amendments at 6 p.m. on Dec. 2 in the Littlefield Meeting Room to adopt a Chapter 49 revision that aligns the code with the new employee handbook.
Staff said the handbook has been vetted by the personnel advisory board and employment counsel and that the town will present a redline of the code changes at the December public hearing. The board voted to schedule the hearing.
