Jamie Garland of Mainland Development Consultants presented updates on the Bald Hill RV Park at the board's Dec. 1 workshop. Planning staff and board members sought clarification on whether the proposed office/dwelling would be one or two stories, and requested that the applicant show existing and proposed septic details (including whether pumps would be used), the well location(s), and a hydrogeologic engineer's statement on water demand and supply for a proposed community well.
Staff noted a nitrate study had been submitted indicating nitrate plumes would be limited on-site based on soil types; the maximum plume length discussed in the meeting was about 95 feet. The board asked for further documentation on well capacity and water quality. The board also requested details on parking counts (including handicapped spaces), the dumpster location and screening, stormwater cross-sections and grading between RV pads, and whether fences should be added for safety where the RV park abuts the quarry. Applicants said they would submit revised plans and details, including cross-sections and clarifications about retention/retaining walls or riprap solutions for elevation changes between sites.
Staff reported receiving DEP comments on the pond cross-section, easement depiction, and outlet structure and that the applicant had submitted responses to DEP the morning of the meeting. The board voted to continue the item to allow time for revised submissions.
Next steps: applicant to provide revised, detailed plans (septic pump/gravity clarification, hydrogeologic well analysis, parking and dumpster details, stormwater profiles) and to respond to DEP comments before the board resumes review.
