Selectmen adopt personnel policy changes and employee handbook; grant several license renewals

At its Dec. 3 session the Wells Board of Selectmen closed a public hearing on proposed amendments to Chapter 49 of the town code (personnel policies) after no public comments were offered. Leah (Speaker 7) explained the amendments largely move policy language into a personnel handbook so the town can update employment rules more nimbly without ordinance changes.
Speaker 4 moved to approve an ordinance amending Chapter 49 and the board took a recorded voice tally of "5 0" in favor. The board subsequently moved to adopt the employee handbook; Speaker 4 moved and the motion passed unanimously.
Separately, the board heard several routine license items. The board closed public hearings and granted renewals and special entertainment permits for businesses that included CBR Enterprise LLC (doing business as Hobbs Harbourside, 352 Harbor Road) and another renewal for an establishment at 411 Post Road. Each license motion was moved, seconded and approved by recorded tallies indicated as unanimous in the transcript.
The board also approved payroll and accounts-payable warrants: Speaker 4 moved to approve a warrant dated 12/02/2025 in the amount of $1,263,471.33, an advanced check warrant dated 11/25/2025 for $33,532.59, and a general assistance warrant of $474.90; the motion passed 5-0.
