The Planning Commission voted on Nov. 19 to forward to City Council a proposed amendment to Beaumont Municipal Code Chapter 8.54 that expands registration and maintenance requirements for vacant and abandoned properties across all property types.
Planning manager Erin Liang said the ordinance updates the existing 2008 program to require owners of vacant properties to register within 30 days of vacancy or city notice, provide 24/7 local contact information, and maintain properties free of weeds, trash and hazards and secure buildings to prevent unauthorized access. Liang said the updated definition would treat parcels or structures unoccupied for 90 days or showing neglect that creates a nuisance as subject to the rules. Staff recommended the Commission forward the ordinance to Council after addressing definitional clarity and fee structure questions raised by commissioners.
Commissioners raised several concerns: whether well‑maintained raw land would be required to register (staff said maintained sites generally would not meet the neglect criteria), how the program would interact with homeowners associations (staff said the city program would augment HOA processes and that liens/collection are a separate city process), and whether registration fees should be prorated for late‑year registrations. Staff agreed to clarify the vacant/abandoned definition, present fee options, and flag prorating language for Council consideration. The Commission moved, seconded and voted to forward the ordinance with those recommended clarifications.
