TMRPA unveils updated annual report and Public Infrastructure Plan dashboard; commission accepts presentations

Team RPA presented its 2024 Truckee Meadows annual report and a 2025 update to the Public Infrastructure Plan (PIP) dashboard, highlighting new data-visualization tools intended to make regional statistics more accessible to jurisdictions and the public.

Shawnee Souza demonstrated the interactive annual-report dashboard showing population, dwelling units by tier, housing price trends, vacancy rates and a new housing-affordability tab. Staff noted a small covered-employment gain of 181 jobs between 2023 and 2024 (Bureau of Labor Statistics covered employment) and explained that some employment types are not included in covered employment numbers. The commission discussed update cadence; staff aims for more frequent updates and ultimately quarterly refreshes where data availability permits.

Chris (Team RPA) presented the PIP update including added assets (historical spending captured on jurisdiction balance sheets), capital improvement program (CIP) summaries for the next five years, and a goal to spatialize line items so investments can be mapped. Staff reported added assets increased by roughly $269 million year over year and that anticipated CIP spending rose by about $1 billion across the next five-year window. Commissioners praised the visualization and asked staff to use the dashboard to inform review of development proposals and infrastructure readiness.

The commission moved to accept the annual report and the PIP presentation (motions seconded) and approved both items by voice vote. Staff said it will continue validating inputs, coordinate with jurisdictions and work to link capital projects to spatial locations on the dashboard.
