Commission approves Sunseeker 250 MW solar project and regional plan amendment

The Regional Planning Commission voted Nov. 17 to find the Sunseeker solar energy generation facility — a proposed 250-megawatt project with an associated electrical substation on roughly 1,128 acres near Rainbow Way — to be a project of regional significance and to adopt RPC Resolution 25-04 amending Map 3 of the Truckee Meadows Regional Plan.

Team RPA planner Chris (Team RPA) presented the conformance review and the regional plan amendment (case CR25-029 and RPA25-004), noting that Washoe County approved a conditional-use permit and that the Washoe County Commission sponsored the regional plan amendment. Staff stated materials from Washoe County indicated compatibility with rural-area uses such as ranching and agriculture and that state and federal reviewers (including the Bureau of Land Management and the Nevada Department of Wildlife) were given an opportunity to review the application; approximately eight agencies provided comments.

Staff recommended the regional plan amendment and conformance determination because the project would not change residential density, does not overlap mapped natural-resource constraint layers for the proposed footprint, and supports regional renewable-energy policy PF18. The commission voted on the conformance finding and the resolution separately; both motions passed by voice vote.

Next steps: the resolution amends the regional plan map to identify the utility site. Local entitlement and permitting processes and applicable state and federal agency approvals remain required before construction can proceed.
