Commission approves emergency measures to implement Downtown Dayton SID; hears Madden Hills neighborhood plan presentation

The commission recorded emergency motions and roll‑call votes on ordinances to levy special assessments and to proceed with implementation of the SID services plan (ordinance numbers recorded in the meeting record include 32169‑25, 32170‑25 and 32171‑25). Each ordinance was declared an emergency on the floor and passed with 'aye' votes recorded from Mayor Mims and the commissioners.
The meeting also included a presentation from Caitlin Jacobs of Citywide Development on the Madden Hills neighborhood plan. Jacobs described years of resident-driven engagement beginning around 2017, a housing vision guided by residents, 20 new "Welcome Home" houses in progress, and plan priorities such as infill siting, blight removal, pedestrian and park improvements. Jacobs said the plan had been adopted by the planning board on Oct. 14 and asked the commission to concur. Multiple commissioners praised the neighborhood volunteers and planning staff.
Other items on second reading that drew roll‑call votes included amendments to the city's general ordinances concerning the Department of Water, consent to bridge repairs on McCall Avenue and US Route 35 structures, and approval to submit and accept an Ohio Airport Grant award (up to $420,375.50), with recorded 'aye' votes in the meeting transcript.
What's next: the SID emergency ordinances move the assessment and implementation process forward under the statutory procedures cited in the meeting; the Madden Hills plan is before the commission for concurrence following planning board adoption, and staff said implementation details will follow in neighborhood-level work and through existing city programs.
