Rezoning to allow a mobile home on Bell Road fails after no second on motion

At its November meeting Sumter County Council opened a public hearing on rezoning request RZ2519 for a 2.59-acre parcel at 501 Bell Road and heard from property owner Robert Drago, who said he sought Agricultural Conservation zoning so a manufactured home could be placed for his daughter.
Planning staff Helen Reuben told the council the parcel is heavily wooded, is within a rural development planning area that supports AC zoning, and that the planning commission had recommended approval. Drago said the lot would be left largely wooded and that only a single manufactured home placement was requested to provide affordable housing for a family member.
William Lyons, a neighbor, said the area is residential and warned that rezoning could open the door to additional mobile homes on adjacent lots and lower property values. After the public hearing closed a motion to approve second reading was made but received no second, so the request died and was not approved.
