Sumter County council approved several administrative and fiscal measures during the meeting, including an intra-fund transfer to address an audit-reported deficit, multiple board reappointments, and personnel actions.
Finance staff told council they were in the middle of an audit and had been carrying a deficit of about $505,000 related to tire disposal operations. Speaker 2 said the council authorized staff to move $505,000 from the general fund to remove the deficit (the record shows the transfer was discussed between the infrastructure fund and general fund before being confirmed as a general-fund adjustment). Council approved the transfer by voice vote.
The internal affairs committee reported and the council approved reappointments to the combination tax advisory committee (Vanessa Almeda; Dean Patel; Dr. Rodney Allen; Melina Bethea) and to the Stormwater Management and Sediment Control Appeals Board (Russell Van Patten; Bobby Newman; John Bogdanie; Wayne Hunter; William Watson). Speaker 1 reported the personnel committee approved creation of a new full-time management position in the county water utility; council approved presenting that item as recorded.
The council also reported that a special-call meeting led to approval of a three-year extension of the county administrator's contract. In the administrative report, Speaker 3 updated the council on private-road petition outreach (28 roads requested preliminary information; 3 proceeding; 4 declined; 8 undecided; 13 nonresponsive). Speaker 3 also reviewed recent capital 'band' financing: a first band of $14,100,000 earlier in the year and a second band sale of $12,600,000 to pay for emergency radios; Truist Bank was awarded the note at about 3.2% over a First Citizens bid near 3.56%. The county expects to issue a final $40,000,000 bond next spring to retire band notes and fund additional projects.
