Councilmember Joe Impastato (District 7) described Rupert Road as ‘‘in deplorable condition’’ and said District 7 contains a disproportionate number of long road miles requiring repairs. Staff confirmed the district has many road miles and that the road would be funded from approved capital transfers.
Members debated whether to reassign previously listed drainage projects to the road project and discussed the parish’s method of distributing road funds by mileage and population. Some councilmembers suggested doing portions of roads across years is poor engineering practice; staff noted some projects are survey-heavy and require multi-year work.
After discussion, council approved the amendment adding Rupert Road. The chair announced the vote passed with 8 yeas, 4 nays, 1 abstention and 1 absent.
The capital transfers read into the record earlier totaled $5,260,000 for multiple district drainage and road projects; the Rupert Road allocation brings an additional targeted project aimed at addressing high-need local road repairs. Members asked staff for an updated list of critically degraded roads and a clearer prioritization schedule for future capital planning.
