County approves pipe‑insulation work after utility incentive reduces local cost to roughly $1,300

Douglas Kane, Strafford County director of maintenance, presented a recommendation Nov. 20 to proceed with pipe insulation in Riverside buildings under the New Hampshire Saves program. Johnson & Jordan submitted a quote of $30,800 for the work.
Kane said Unitil agreed to provide $29,475 of the cost, leaving the county responsible for $1,325. An optional $1,950 for permanent pipe labeling would raise the county share to $3,275; Kane requested authorization to proceed with the insulation work and optionally the labeling. "If we just go with the pipe insulation, the county's total is $1,325," Kane said.
Commissioners approved moving forward; Kane said he will return with estimates of energy savings from GDS Associates after the work is complete and explore similar opportunities at other county facilities. Commissioners noted this work was a targeted, lower‑cost piece of a broader energy‑savings effort and applauded the utility incentive that reduced the county’s out‑of‑pocket expense.
