Planning commission approves several rezoning requests, denies one and postpones another

The St. Tammany Parish Planning & Zoning Commission handled a slate of rezoning petitions after the LA 3241 presentation, approving most staff recommendations, denying one proposal and postponing another at the applicant’s request.
A rezoning petition for a small Coast Boulevard parcel (Joseph E. Scott) to change 0.36 acres from suburban residential (S‑2) to highway commercial (HC‑1) was denied after commissioners said rezoning would create a commercial island in a residential neighborhood. Commissioner Arcemon moved to deny and Commissioner Robert seconded; the motion carried.
The commission recommended approval of a larger multifamily rezoning for Slidell Greenbrier (about 22.96 acres) to MH (high multifamily). Attorney Jeff Shane told the commission the existing 144‑unit complex has been in place for 22 years and currently has about 96.5 percent occupancy, arguing the site is suitable for additional market‑rate apartments. "They're very handsome in my view, well maintained and kept," Shane said, describing the property’s strong occupancy record. Commissioners voted to approve the recommendation.
Several smaller rezoning requests were approved: a 4.286‑acre parcel for Marissa Cox was rezoned to L‑1 (large lot residential) with the resilience overlay (Commissioner Arcemon moved; Commissioner Robert seconded), and a 3‑acre family parcel for Bridal Loop (Steven Loop III) was rezoned to L‑1 with overlays to allow a family division. The commission also approved a PF‑1 (public facilities) rezoning for the Saint Timothee Parish Fire Protection District No. 5 to allow construction of new living quarters adjacent to an existing station; Fire Chief Whitehead described a plan to build about “1,200 square foot living quarters” and said capital outlay funding will support the work.
The commission approved a rezoning recommendation to PBC (planned business campus) for a roughly 24‑acre parcel on West Ochsner Boulevard owned by Summerhill Holdings LLC; attorney Jeff Shane said improved infrastructure makes commercial uses appropriate at that location. Commissioners noted prior emailed opposition but said outreach and mitigation were considered before voting to recommend approval.
Separately, the De Leon parcel in Lacombe (Item 1) was postponed for one month after the petitioner asked to consult with staff about alternative zoning (including the possibility of HC‑2 with a conditional use permit) and to address buffer and green‑space requirements; Commissioner Narcisse moved to postpone and Commissioner Robert seconded.
All recommendations approved by the commission will be forwarded to the Parish Council for final action; the item that was postponed will return to the commission after the petitioner and staff meet.
