Staff updates: Atlas Road, Percival and Saluda River Greenway; ribbon cutting set for Dec. 11

Richland County transportation staff provided a roundup of ongoing projects and near‑term events, including construction scheduling, permitting and remaining program budgets.
Director Mike Maloney said Atlas Road Phase 1A utility relocations have progressed enough to proceed to construction from Shop Road to Garners Ferry Road, with an award to the council expected in February or early March and relocation completion estimated in March 2026. He said Blythewood Widening work on the north side is proceeding slowly and that the contractor has been placed on notice regarding liquidated damages.
Maloney listed sidewalk projects with March 2026 completion targets for Percival and noted bids being prepared for Rabbit Run phase 2 and a 4.5‑mile Trenton‑Newcastle connection to link neighborhoods with 2 Notch Road and local schools. He said Saluda River Greenway work is continuing, including boardwalk pours near the I‑20/26 bridge, and that bids for a Broad River bridge are expected winter to early spring.
Staff reported they received SCDOT approval to advance Pine View Road widening to construction pending one remaining property acquisition. Maloney also said the county provided $4,600,000 for Innovista Phase 3 (Williams Street connector) to the city and is supporting city‑led bikeway projects with an $860,000 intergovernmental agreement. Program balances cited included about $16,000,000 remaining in the dirt road program and roughly $3,000,000 in resurfacing funds; staff said one more resurfacing package will be issued.
Maloney announced a ribbon cutting scheduled for Dec. 11 at 10 a.m. at Jackson Street and Nathan Ridge Lane and said final location details will be provided. Committee members requested a one‑page update on remaining projects and budget balances from the 2012 penny referendum at a future meeting.
