Richland County approves mitigation credit sale, budget amendment, incentive agreements, appointments and transportation contracts

At its Dec. 2 meeting, Richland County Council approved a number of fiscal and administrative items with limited debate and several standard motions and votes.
Key actions approved by council included:
- Mitigation credit sale: Staff recommended selling 0.462 wetlands credits to Red Pill Land Holdings LLC for a development in Lancaster County, with proceeds returning to the county's penny program; council approved the sale and a later motion to reconsider failed.
- Budget amendment (FY2026): Council approved an ordinance amending the FY2026 budget to add one full‑time equivalent position in the Public Defender's Office.
- Fee‑in‑lieu (FILOT) and incentive agreements: Council approved multiple fee‑in‑lieu agreements and infrastructure‑credit agreements related to Project Cleanse, Project Rocky and an I‑77 Corridor industrial park expansion to authorize infrastructure credits and related incentives.
- Appointments and resolutions: The council confirmed committee recommendations to appoint Greg Pierce and Dr. Ted Hart to county positions/commissions and approved a resolution appointing and commissioning Shannon Postel.
- Transportation approvals: The council approved an award or contract recommendation for the Hunt Club Road sidewalk project and a utility agreement with Mid Carolina Electric Corp. to support River Road widening.
After a second executive session, council authorized the county administrator to negotiate a potential sale of property identified as TMS R25800‑04‑01 and to proceed with a transaction concerning 401 Powell Road, as discussed in executive session. Chair noted that no action was taken while in executive session; the authorization to pursue negotiations was made in open session following the confidential review.
Most items were approved by recorded voice roll calls called by the clerk; several motions to reconsider items were made during the meeting but did not pass.
