City Manager Tamara opened the session as a team exercise and told council the meeting was intended as a high‑level review: “how much I enjoy working as a team,” she said, describing the presentation as “just highlights” of two years of work. Staff said the executive team will return with a draft work plan in late May and a proposed strategic plan on June 10 for council consideration.
The executive team grouped its recommendations under broad umbrellas that include community engagement and well‑being, accessible government and customer service, modernizing and streamlining operations, and long‑term fiscal stability. Staff emphasized the connection between those umbrellas and the budget process: priorities set in the workshop will inform near‑term budget decisions and the annual work plan.
Council members raised specific public priorities, including road maintenance and senior services, and asked staff to expand outreach beyond youth‑centered engagement to reach older residents and other demographic groups. A visiting municipal manager who joined the workshop urged council to use advocacy and partnerships — including state and regional agencies — to pursue grants and policy changes that would be necessary to implement some initiatives.
Next steps: staff will synthesize comments from the workshop, return a more detailed work plan and budget recommendations to council on May 27, and bring a draft strategic plan for adoption discussion on June 10.
