Public commenter urges overhaul of state receivables collection after $950M cited as owed

CARSON CITY — During the second public comment period at the Board of Examiners meeting on Nov. 12, commenter Fred Voltz said roughly $950 million was owed to the state as of June 30, 2025, criticized the state’s receivable and write-off processes and urged statutory and procedural reforms.
Voltz said about $388 million had been deemed uncollectible by the State Comptroller as of June 30, 2025, and argued that agencies should be required to report and pursue receivables quarterly rather than annually to prevent losses. He suggested that the Office of the Attorney General could provide training and that licensing agencies could refuse renewals for businesses in arrears.
Voltz referenced NRS 353C.195 and NRS 353C.220 as statutes that require updating to address the problem. He urged the board to consider procedural remedies to improve collection rates and reduce reliance on write-offs.
The board received the comment; no formal action was taken during the meeting.
