The York County Planning Commission voted Jan. 8 to approve Waiver W‑25‑04, allowing a shared driveway in place of an internal access road for a proposed subdivision on property identified as 2731 Meadow Road (tax map 3570000056) in Council District 3.
Planning staff told the commission the proposal arises because dividing the parcel will create more than seven lots and thus trigger the county’s internal access‑road requirement; staff recommended a waiver, finding that a shared driveway would not add access points or impair road function and that requiring a road would create an unnecessary hardship. Staff said the shared access would be privately maintained and that an easement would be recorded on the plat.
Property owner Deborah Parker spoke at the public hearing and said the family prefers a single shared access for the three new homes but that each lot has more than 400 feet of road frontage and, according to South Carolina DOT rules, could be eligible for individual driveway permits in the future. “We have more than ample road frontage,” Parker said.
Commissioners clarified that if owners later seek separate driveways they would need to return to the commission to remove the shared‑access requirement and that the recorded easement would govern current use. After public comment a motion to approve the waiver as recommended by staff was made, seconded and approved by voice vote with no opposition recorded on the transcript. The commission then approved the related preliminary plat for the same property; staff had reported wells and septic would serve the lots, minimum lot sizes were met, and an amended tree survey had been accepted by staff.
Next steps: the applicant must record the easement language on the plat and complete any civil engineering and permitting requirements before building permits are issued.
