Council denies rezoning request for Almedia Road parcel after neighbor concerns

The St. Charles Parish Council voted unanimously on Dec. 1 to deny a rezoning request (File 2025-0358) that would have changed a property on Almedia Road in Saint Rose from single-family residential (R-1A) to light manufacturing (M-1).
Michael Albert, speaking for parish planning staff, told the council the department and the planning commission recommended denial, saying the request did not meet the three criteria used for zoning changes. "The department as well as the planning commission recommended denial, finding that it met none of the 3 criteria," Albert said.
No members of the public spoke during the hearing. Councilwoman O'Daniels, whose district includes Almedia Road, said the property sits at a pivot point between existing M-1 sites and long-standing residential properties and urged keeping a buffer between industrial and housing.
After council discussion, members voted to deny File 2025-0358; the clerk recorded the motion and the vote as failing unanimously for the rezoning (the clerk's remarks show the motion to approve failed unanimously after votes were cast).
The council did not adopt any alternative zoning or conditions; the property remains zoned R-1A. Planning staff indicated the applicant may pursue other lawful options but the department recommended denial based on the existing criteria.
