Missoula County accepts five subdivision road segments into county maintenance

County staff introduced the item and said the segments had been added through subdivisions over the past decade and would now be formalized for maintenance. Speaker 3 said the paperwork brought to the commission has been signed by staff in survey and GIS and will be presented for the commission's signature. "These have been added through subdivisions over the past... decade," Speaker 3 said when introducing the packet.
Staff explained how the county tracks subdivision improvements and who manages inspection and acceptance. A county staff member noted that Brent O'Connor handles inspection and acceptance for these subdivision improvements and that items are brought forward as they are completed. When asked whether other county roads remain unaccepted, staff said such roads are tracked and may be brought forward individually or in groups.
Commissioners discussed what "acceptance" would mean for maintenance. Speaker 5 observed that the agenda report did not explicitly mention maintenance, and staff confirmed the form will be checked to indicate acceptance "for maintenance." Speaker 3 noted that commissioners determine the level of maintenance for any accepted road.
On timing and funding, staff said the newly accepted segments are currently expected to get plowing service and that a chip seal might be scheduled within roughly the next 10 years. Major future maintenance, they said, would be funded from the county's local road fund, to which properties in the subdivisions contribute. Speaker 3 also said RSID staff confirmed a maintenance RSID (distinct from a capital-improvement RSID) can be structured to charge annually in advance for maintenance if the county and property owners chose that option.
Speaker 3 moved to accept the five road segments into the county right-of-way for maintenance; a second was recorded and the commission approved the motion by voice vote. "I move we do this," Speaker 3 said during the motion. Following the vote, commissioners thanked staff for the information and the item concluded. The commission will determine specific maintenance levels and timing for any major repairs in future action.
